The Facts Inside Our Reporter’s Notebook Tulare County Sheriff Mike Boudreaux said his officers see human trafficking "on a daily basis" in California, and the victims will "never be able to pay off" the debt owed to the cartels for smuggling them into the United States. 
"They're not going away because there's money to be made through the use of human beings, unfortunately," Boudreaux told "Just the News, Not Noise" on Tuesday.
