How To Add Boarder To A Photo In PhotoScape X!

Adding borders or outlines to a specific part of a photo can help things to stand out and pop. It's awesome that Photoscape X lets you have so much control over the photo using the Cut Out Tool. You can also add a glow, shadow, or other outlines to add more color to an image that might be lacking in color.
