California legislators, Gov. Gavin Newsom working on getting residents a gas tax refund

California legislators and the governor say they're working on returning some of the state's budget surplus to help offset record high fuel prices. But there's currently no talk of delaying the upcoming tax increase or suspending current gas taxes.
