make sure you get the institional focus

then get all your tech to level 5 so you can mine kyber crystals
then you can begin building the megastructure , right click on barren world or moon and you will see it...

then once you get teh 2500 kyber crystals and build that piece you need all your tech to level ten to trip the shell build and then you are done.
