Seventh package of Russian sanctions splits allies while energy crisis grows

The question of imposing a seventh package of sanctions on Moscow appears to have split the Western allies. Washington insists new sanctions will help bring an end to the ongoing conflict in Ukraine, while some European countries doubt the effectiveness of the move.
