Kaiser Wilhem II adresses his people in this 1888 speech, delivered at the opening of the Reichstag. Besides the usual political fluff one would expect from a ruler, it is a bit ominous, because all that he wishes for Germany as a country and in relation to the rest of the world, is the exact opposite of what happened after World War I, and especially once the Nazis rose to power.
