Incompetence, followed by harassment documented evidence

This video was started after measures transpired, making it essential to document things unfolding.
First, I went to a Cstore north of a 2 car crash scene. Fire/Rescue was on the scene, and doing an excellent job of taking care of crash parties involved, and directing traffic. NOTE: EVERYONE on the scene, looked alike with same yellow vests on (no markings for Fire, Sheriff, or wrecker service). I went to Cstore, then came out to light, to grocery store on other side of road.
Coming out of grocery store, traffic at intersection was worse, no flow as before, traffic was standing, someone else was directing traffic.
I was in turn lane to head south on highway (as others were able to do, before I went to grocery store). New person, wanted ALL traffic to go north (causing traffic backup, by people going north, then turning around to head south). New person finally got to our lanes, motioned for everyone to go north, I pointed my finger to go south, he got angry, pointed north. So I put on my signal to go north, and politely gave him a jester (put it where the sun doesn't shine), and turned. In 2 seconds, about 300 ft, I was pulled over by a Deputy. I pulled over. Deputy asks me for my license, just license. I asked what did I do wrong? He said I almost caused another crash, when I turned. I said no, that wasn't correct, I was cautious, then you were the only one who came up behind me.
He queried my license, not a single record on me, but wanted to query my license to know who I was. Then he admitted why he pulled me over, the jester to the person directing traffic, he said was a Deputy. I told him, I had no idea, everyone's vests, are the same. I also said, traffic was very smooth before he took over, that he has no clue how to direct traffic. I said it is stupid, sending everyone north, out of their way, to create more problems.
After turning around, up the road, waited several lights, and who would get stopped at the intersection, correct me. I started the video, when the light changed for the 3rd time. Watching him, wonder around the intersection like someone totally lost in what he was doing (including arms down, most of the time). I thought, an officer/Deputy would greatly help, this Deputy train, how to direct traffic, possibly spend a week at the high school learning how to direct traffic properly, which they manage very well with moving hundreds fast, smooth and safely.
I decided to video, for documentation I was going to provide the Sheriff on why Deputies need to be trained how to direct traffic. It was bad enough that he was potentially creating another crash, waiting to happen.
Picking up where the video started, I did talk during it, to describe what was going on. Note: as a spontaneous thought, to see if they were on their toes I mentioned an incorrect name on purpose (Sheriff Blake, which a neighbor county at one time had a Sheriff Blakely). It took 3 times mentioning Sheriff Blake, for the appeared Rookie Deputy to correct me, amazing, and he had to think about it.
After getting to go, Deputy pulled me over in intersection, claiming "texting while driving" which is a violation, but he knew I was not texting.

Down below, is the law, and explanations of the law. The description of devices, is clearly for items that can be used for the means to text. The law does not state, not to use a cell phone while driving, this law, ONLY APPLIES TO TEXTING. Listen carefully how the Deputy interprets his misinterpretation of the law, to justify him for getting upset at me videoing him. On the other hand, I could be wrong, this Deputy could have issued thousands of tickets to people, just talking on the phone, which is not illegal, but he claims it is. Note also his comment on using a finger jester could be "against the law" according to him. I looked in Federal law, State Law, and County Law, no such law violation.
This entire matter was a result of my jester of dissatisfaction of his performance in not directing traffic properly.
A word of caution in today's environment, running checks on someone for no meaningful purpose (to harass, random research), counts queries on that person in databases. An example is Ret Lt Gen Michael Flynn, and many others, how many times did agencies run queries on them for no reason, except to get him out of the way.
The majority of LEO and agencies are good, some trained better, some lack of training, and a few questionable. I have always supported, all in uniform, I have taken the oath 3 times, and I take that very serious, which to me, never expired. However, in this situation, oaths were violated. The oath does not entitle laws to be created, or misinterpreted. Laws are created by elected lawmakers period.
