Sea Of Thieves - Has it gotten better ?

It's been a while since I jumped into SoT and I wanted to check it out. I had heard some good things about the changes to the game. BUT WOW, still pretty much the same. This game had/has so much promise but yet when I played it for about an hour, I NEVER saw another soul. So..... the only thing it stole was my money and time!
