One of the candidates for the state Senate in my district wants to force the local utility to bury its existing overhead lines. This process is called "undergrounding", and a proper cost-benefit-analysis requires looking into...well...costs. Here's a look at what my own state's legislature already reported on when the CT General Assembly last did this analysis.
