A quick guide to get the "Eye On You" & "Skeptic" Achievements.
You get the "Eye on You" achievement while working the other one
Since part of this achievement is needed to trigger the begin of "Serve The Church" & "Placebo" side quests, I put a comment in the right point (and there's a comment in the video directing to the videos that show their achievements too)
