In that speech in front of NATO troops, France's leader goes on to describe Russia as a 'strong power', as he calls for Kiev to negotiate with Moscow to reach a peace deal. NATO itself steps up the rhetoric, with its secretary-general pledging long-range rockets to Kiev and saying Ukraine must switch to the alliance's weaponry instead of its current Soviet-era munitions. Thousands of high-profile participants gather in Russia's northern capital for the St. Petersburg International Economic Forum, which kicked off on Wednesday.
