NORTHROP GRUMMAN CYGNUS CARGO CRAFT LAUNCHES TO THE INTERNATIONAL SPACE STATION The unpiloted Northrop Grumman CRS-16 Cygnus cargo craft launched August 10 on an Antares rocket from the Wallops Flight Facility in Virginia, beginning a two-day flight to the International Space Station. Dubbed the “SS Ellison Onizuka” for the late NASA astronaut who was lost in the 1986 Challenger accident, Cygnus is filled with food, fuel, and supplies, and will be captured by the station’s robotic arm and installed to the nadir port of the Unity module of the space station on August 12.

I'm not offering legal advice but according to NASA you are free to use most live footage without people or NASA/company logos even in commercial projects like a movie. Use of footage with logos and people are generally more limited to educational, news and documentation purposes. Be sure to check the usage guidelines first of course.
