Opening a Sewer Pipe Inside a Garage

Info from Licensor: "Dispatched for a plugged sewer at an apartment complex. Upon arrival and investigating, we could only access the plugged pipe from one spot. We couldn't get permission or access to any units under such short notice. Due to the plumbing, the vent was also not a option. The sewage was already seeping through multiples spots in the ceiling. We decided that, if we opened it here and let it go into the floor drain, we could clean up the mess the easiest. The end result was the sewer being used as a garbage. There were multiple items in the line, including condoms, lady products, whole chunks of watermelon, etc."
