Scratch built number 4 turnout part 14 wiring rails for full power

Adding some wiring to make sure none of the rails are unpowered at any time. Only the frog should remain unpowered when complete, but a frog juicer could be installed anytime if we think we need it. Sometimes the 2 frog rails are without power after the gap is cut so we'll install some wires.
