Agitators Behind Cop Line Started J6 Ruckus With Concussion Grenades And Pepper Bombs

This is before anyone went up the steps to the upper tiers at the Capital. Cops on the line and behind the lines were all good until someone behind the lines threw grenades and pepper bombs. Even the cops on the line looked like they didn’t know what was going on.
