Uvalde False Flag Was This Planned 4 Years Ago?

Was the shooting planned 4 years ago? Here is evidence that an event did take place in 2018 with which Ramos does fit the description, but we have no names from the 2018 event, how convenient...also the news segment is completely different from the Uvalde press release.
