In Daniel chapter 11 an angel told Daniel about many kings. Within the many kings is a succession of eight kings. The same succession we learn about in Revelation chapter 17 with the beast that has seven heads. On of the two interpretations of the seven heads is they represent seven king. We are then told the eighth king represents the whole image of the beast.
