The main focus of this modern NATO bio-weapons program is a) finding a specific way of targeting people of Russian descent, and b) using means of naturally-occurring diseases (as opposed to obviously engineered new ones) to spread targeted outbreaks with drone-sprayers etc.. The advantage of using natural disease is that attack is then deniable for the attacker, who can more easily hide or deny their involvement.
