ICPD releases full video showing arrest from Friday

Iowa City Police have released bodycam video from an arrest Friday night, where a struggle can be seen between officers and an intoxicated 22-year-old woman who allegedly assaulted a bar employee.

The video shows an officer hitting Daria Brown after she resisted arrest and police deemed that an "escalation of force" was required, according to a release from ICPD.

Officers made initial contact with Brown as she was banging on the window Pints bar on S Clinton St. after she was denied entry due to her level of intoxication. She was initially arrested for public intoxication.

Police say that initial efforts to deescalate the situation were unsuccessful and they tried to use a chemical spray to calm her down but it didn't discharge.

As officers were attempting to put Brown in the police car, she was struggling and grabbed an officer's Taser while handcuffed and refused to let go.

"Let go of me. Let go of me," an officer can be heard saying.

The video appears to show that Brown was able to slide the handcuffs up her wrists to be able to reach for the Taser.

The video then shows an officer hitting her in the back between the shoulder blades multiple times until she let go of the Taser.

Police say that the escalation of force was needed "due to Brown's sustained assaultive behavior toward police and other subjects."

The initial video posted to Facebook by a witness over the weekend prompted a lot of reaction. The release of the full eight-minute video Monday continued that.

"I thought police did an exceptional job," Del Marion said, chief operating consultant for Inclusive Cultural University. ICU is a community initiative based in West Des Moines to build relationships between the public and police through mutual respect and trainings.

"When you challenge a police officer in that way, they have every right to defend themselves," Marion said.

Several people spoke at the Iowa City City Council meeting Monday night, saying they disagreed with police actions, and blamed city leaders for not speaking out against the arrest.

"Is that okay with you all? That little girls-- that young women-- are beaten by people 2-3 times their size? Is that the kind of city that you want?" Dan Kauble said, an Iowa City resident.

"This is not about this incident only. I hope that you feel horrible for the person that this happened to, but I hope that you can't sleep at night because you know that this is the culture that you created and nurtured," a woman named Taylor said who addressed the council over Zoom.

While Pints Iowa City has declined to press charges against Brown, she is charged with Public Intoxication, Disarming a Peace Officer, two charges of Interference with Official Acts, and four assault charges.

The Iowa City Police Department is reviewing the altercation in accordance with their use of force policy.
