Gonzalo Lira - Nukes in Ukraine Averted by Russian Special Operation?

Gonzalo is on to something here I think and he lays out how an Argentinian Nuclear specialist let slip that the Ukraine had loads of materials to be able to make nuclear weapons. Did Russia have this reality on their minds when deciding to make their move?
