In 2001, a former Department of Social Security (DSS now Centrelink) Auditor, advised the Committee conducting a Review of the former NSW Office of the Protective Commissioner (OPC now Trustee/Guardian):
The Commonwealth Government has a policy of home care for Aged People so that they can be cared for by family or home care workers.
The NSW OPC finds it more convenient 2 KIDNAP elderly people from relatives care, place them in nursing homes & not inform their relatives of their location.
This makes relative & the person easier 2 handle & easier 2 strip them of their assets.
