Ukrainian government troops (Azov Battalion) fire on the Donbas because of the Russian-speaking Ukrainian population. Donbas is characterized by the Russian language and a pro-Russian population, which makes the whole region and its people a pariah from the official Ukrainian approach emanating from the Western-backed government in Kyiv.

In late February 2022, Russian troops and Donbas volunteers helped relocate refugees to a safe place, according to this documentary from RT Doc.

The image that RT Doc conveys is consistent with several independent journalists from different countries who reported on the ground in eastern Ukraine. Western media (such in Sweden) deny that the war crimes against Ukrainians have taken place at all. They believe that everything is just Russian propaganda.
