This is a notice, extremely well written and articulated, for all Nevada County law enforcement explaining to them that the Covid-19 is a bioweapon. The notice demands that law enforcement start and investigation and collection of evidence. Law enforcement at Grass Valley Police Department attempted to get out of making a crime or incident report by saying there is no specific victim named in the documents. This is a fallacy as law enforcement gets 911 calls all the time where a suspicious incident or a crime is being committed where the suspect is not specifically known. The Nevada County Assembly gave them massive amounts of evidence and articulated the law very thoroughly. They told law enforcement that it is their job to investigate which translates into coming up with a list of the specific names of each victim. They agreed to take the report which is good. Now the liability is on them.
