Following the attack, Luhansk Governor Sergey Gayday said, "today our armored evacuation vehicle would take 10 civilians from the region. Russian soldiers attacked during the evacuation. A French journalist died with a neck injury. A police officer survived by his helmet. We are officially stopping the evacuation."
