Military informing others what they will see. (Aliens)

I’ve posted a small piece of this before. But I found what seems to be the whole video.
I don’t believe this is a official briefing. Because of the lack of attention. Some are not taking this man seriously. But he is very serious. So it seems to be one officer telling the others what they will encounter.
