California Attorney General Xavier Becerra, a former representative in Congress, was reminded about his vote against a ban on partial-birth abortions during his confirmation hearing as Biden's nominee to lead HHS.

Becerra stunned Sen. Romney by replying that he hoped they would be able to “find common ground” on the issue. Romney curtly replied “I think we can reach common ground on many issues, but on partial birth abortion, it sounds like we are not going to reach a common ground there.”

Most Americans—including pro-choice Americans—oppose partial birth abortion.
