Oklahoma City police investigate video of officer shoving, arresting Black man

Oklahoma City police released body-worn camera video Friday of a Thursday encounter that ended with a Black man being shoved by an officer to the pavement and arrested.

The incident first was disclosed in a 27-second video dated Thursday and posted on a YouTube.com channel, The Junkyard News. The view in that video is from across the street.

Oklahoma City police posted about 12 minutes of body-cam video Friday afternoon. Along with the video, the department posted a statement about the incident.

"A recent use of force incident has been getting significant community response and comments on social media regarding what took place," the online post said. "It is imperative that we maintain transparency about what happened so we are releasing the 911 call and the officer-worn body camera video showing the use of force incident."

In the police video, an officer responding to a 911 call about an individual hiding in bushes "Ninja-style" outside the Carver Center halfway house, 400 S May, approaches a man dressed in black on a nearby sidewalk, saying, "Excuse me, sir. Is everything all right?"

The officer issues the first of several requests for the man to take his hands from behind his back or out of his pockets. "We're just wanting to know why you're hanging out over there at Carver Center, just hiding behind the bushes," he says.

Over the next several minutes, the officer explains why he is there, and asks the man's name, if he lives nearby, whether he is on drugs or having a mental breakdown.

The man responds, several times, "Go away."

"The sooner you tell me what's going on, the sooner I can get out of your hair, you understand that?" the officer says.

About six minutes into the police video, a second officer arrives. A fourth individual walks into the frame, then crosses the street.

At this point, the man in black appears to have begun filming the encounter on a mobile phone.

The first officer tells him the Carver Center doesn't want him on their property.

The second officer says, "Have a nice day, sir."

Then, to the first officer, "Just walk away."

The man approaches the officers with his camera, asking for badge numbers. That's when he is shoved by the second officer to the pavement and handcuffed.

The man in black, who identified himself as Floyd Wallace Jr., 25, was jailed on one count of interfering or obstructing by disobeying a lawful command. He was released from jail early Friday.

The officers remain on duty, a police spokeswoman said Friday.
