CDC Green Zones

Yesterday I came across some documents on the CDC website about green zones for the unvaccinated. Im not sure how old they are, or if it is from a time when they didn't fully understand the virus and how it spreads, but it is disturbing.

It seems that the government had been preparing for the possibility of sealing people in their homes, and creating isolation camps called green zones. Are they still considering this possibility? How can the CDC even think they have authority to do such a thing?
