Is the GOP Suppressing the Black Vote?

As gas prices continue to skyrocket, Joe Biden readies up for his State of the Union address. Right before his speech, he does try to fit in some last minute rhetoric on how the GOP is trying to suppress the black vote. Hopefully, his handlers will get him in a well enough state to deliver his address tonight.
