Newly released video from a police body camera and audio from a 911 call provide new details of an East Side chase that left a man dead and an officer injured.

The footage, released Wednesday under the San Antonio Police Department’s body camera policy, shows the moments leading up to the pursuit and shooting death of Steven Primm on Aug. 13.

At about 3:20 p.m., a 911 caller told police that one of at least four men at a convenience store at Lakewood Drive and WW White Road had “pulled out a gun and said he was going to shoot them.”

Officer Jesus Hernandez, who was driving to the convenience store, spotted Primm, who was riding a bicycle and had a backpack, as the caller had described. Hernandez began following him, according to the footage and previous reports.

On the video, Hernandez follows Primm but lets him continue riding his bicycle a safe distance from a school. Soon after, Primm gets off the bicycle, ditches his backpack and runs into an alley, according to the video.

Officer Darious Wilson-Wayne, saw Primm running and chased him, hopping several backyard fences to keep up.

At the intersection of Wycliff Drive and Willenbrock Avenue, the body camera is slightly obstructed by Wilson-Wayne’s arm as his gun is drawn.

Gunshots can be heard as Primm shoots at and hits Wilson-Wayne, who fires back and hits Primm, police said.

Wilson-Wayne was struck twice in the right leg, police said. He is then seen hopping on one leg from the street onto a nearby lawn while shouting to other officers about which direction Primm ran.

Despite being struck by Wilson-Wayne’s bullet, Primm kept running, police said.

Primm then threw his handgun onto a residential roof as he ran, an action neither seen by police nor captured by body camera footage.

Meanwhile, Hernandez’s police vehicle camera shows when he spots Primm again in a field south of the neighborhood. He can be heard telling other officers that Primm still has the gun.

Hernandez then drives through a car wash on Rigsby Avenue and walks up to the corner of a building to cut off Primm. He is seen aiming his gun through a chain-link fence and waiting.

After about four seconds, Primm appears from behind the building. In about a second, he throws his hands in the air and screams “ahh” as Hernandez fires one shot.

A police report to the Texas Attorney General’s Office described it as an “unintelligible” sound.

Primm is struck and falls as Hernandez radios that he’s down. The video footage cuts off.

Police said Primm died at the scene. Hernandez did not know that Primm had tossed his gun, according to a custodial death report.

The report also notes that the object on Primm’s hand was a cast. Hernandez thought it was a gun, according to the report.

Lt. Michelle Ramos, with San Antonio police, said Primm’s firearm was found on the roof of a nearby home.

Wilson-Wayne was treated for his injuries at San Antonio Military Medical Center, police said.
