Warhawk Democrats Want a War Time President

Steny Hoyer made a speech on the House Floor about sending $40 billion to Ukraine for aid, even touting it as only a down payment. He also said that one of the purposes of this proposal is to go from the defensive to the offensive. When did Democrats become such Warhawks?
