Uvalde elementary massacre: 40 minutes before SWAT arrives and goes in, PR officer gives non-answers

There was 40 minutes from the time police arrived on the scene to when Uvalde's SWAT team arrived to go in and confront Salvador Ramos. A public relations officer gives a non-answer in regards to why it took police so long to go inside.
