Suspect shot, killed during domestic ‘critical incident’ in Hooper

The man killed by a Weber County Sheriff’s Office deputy on Tuesday had first fired on officers, Weber County Attorney Christopher Allred said Wednesday.

He identified the man as Adam Winters, 41, of Hooper.

“I can tell you that Winters fired at officers, and one officer returned fire,” Allred said.

Allred didn’t say much more as the probe into the incident in a Hooper neighborhood continued.

Sheriff’s officials had been called Tuesday afternoon to a Hooper home in the neighborhood around 3675 South and 5250 West in response to a domestic disturbance. Winters then apparently brandished a weapon and fired it, prior to the arrival of the officers, intensifying a situation that was already tense.

On the arrival of the officers, Winters was outside holding the weapon when the exchange occurred, the sheriff’s office reported. Winters died on the scene. Officials haven’t specifically said how many shots were fired in all.

No one else was injured in the incident.

The scene was chaotic one Tuesday, with law enforcement vehicles filling the streets of the residential area. Now, the Weber County Attorney’s Office Critical Incident Team is in the process of reviewing the turn of events Tuesday.

“The Critical Incident Team investigates the entire incident including any officer’s use of force. I then review the investigation to determine whether the officer was justified in using deadly force — or more accurately, whether the officer is entitled to the ‘defense of justification,'” Allred said.

Allred didn’t provide any information on the deputy involved. Officers involved in such incidents are typically placed on administrative leave as they are investigated.

Five people were shot by law enforcement officials in Weber and Davis counties during 2021, compared to nine the previous year, according to Standard-Examiner records. Four of the five shootings were fatal and none involved the Weber County Sheriff’s Office.
