Red Bluff police release body cam footage from January shooting

The Red Bluff Police Department released body cam footage Wednesday of the Jan. 12 officer-involved shooting on Madison Street in Red Bluff.

In the video released, Lt. Matt Hansen details the incident involving Red Bluff Police Officer Jeffrey Mayberry and suspect Carlos Villalobos, 28, of Red Bluff, and the circumstances leading up to the shooting.

According to police, at around 4:50 a.m. Jan. 12 Villalobos went to confront his ex-girlfriend about her new boyfriend at her home. The victim refused to let Villalobos into the apartment and called the police. Villalobos left before police officers arrived.

The victim was prompted to make a second 911 call when Villalobos returned to the residence around 7:40 a.m. During the 911 call, a confrontation between Villalobos and the victim’s boyfriend could be heard, further escalating the situation.

The body cam footage show the moment Mayberry arrived on scene. Within seconds of Mayberry exiting his vehicle, shots could be heard coming from the house. Mayberry fired about five shots in response, hitting Villalobos twice.

“Carlos VillaLobos offered no resistance to arrest and was handcuffed and taken into custody without incident,” Hansen said. “He was able to walk the street with assistance and was transferred to medical personnel for treatment and transported to St. Elizabeth Hospital for nonlife-threatening gunshot wounds.”

No other people were harmed in the shooting. Villalobos was ultimately charged with attempted homicide and shooting into an occupied dwelling.

“Domestic violence is a significant problem in our community,” said Chief of Police Kyle Sanders. “And this incident is yet another example of how serious it can be. In this situation, officer Mayberry’s actions, though resulting in injury to Mr. Villalobos, likely prevented injury to the female victim and other bystanders.”

According to Sanders, the Tehama County District Attorney’s Office is conducting an independent external investigation of the officer’s actions and it is expected to be available to the public in the coming months.
