Paul has previously declared (Romans 9:6) that God is not numbering all the physical seed of Abraham as descendants, but that the promises are to those that are in the faith. Thus we understand the “all Israel” in Romans 11:26 to refer to this believing remnant, the believing Jews at the second advent, or second coming, of Christ.
