Still flooded. Just feeding Arthur around the clock. Wish I could rug him, scared he will drown

Arthur is shivering. He whinnies outside my room when he wants more feed. I’m feeding him loads of chaff. I have some hay I can give him. I will run out if feed and Petrol for the generator if I can’t get out tomorrow or early the next day.
I think Arthur needs a rug to stop weight loss from shivering. He had no get to keep warm, but I’m worried if he falls into the creek he will drown.
