Why are they shooting up schools?

The children are trying to tell us something about Government schools. They take guns from home, do not shoot up the home. They get on school busses but do not shoot up school buses, they walk past the Park, but do not shoot up the Park, they Pass the Mall but do not shoot up the Mall.

What are these children trying to tell us about Government schools?
