Vladimir Putin spoke in Munich in 2007 on international cooperation in conquering world problems and confirmed Russia's commitment to diplomacy, democracy, and discussion rather than military aggression. Putin mentioned how, despite Russia's willingness to disarm and withdraw troops from certain areas, the US and NATO had continued expanding militarily onto Russia's borders. Putin added that Russia strictly adhered to the Treaty on Conventional Armed Forces in Europe from 1999 while Western countries ignored it, and recounted NATO General Secretary Worener's promise in 1990: 'The fact that we are ready not to place an army outside of German territory gives the Soviet Union [today's Russia] a firm security guarantee." In response, Putin asked, "Where are these guarantees?" This is not the language of a madman or a tyrant but an intelligent diplomat. We are being lied to about Putin.

Those who say that Russia was not promised by the West that NATO would not expand east of Germany are lying. This video gives documented evidence that the US and NATO promised exactly this.
