Police Reform - Questioning a "system that identifies officers a risk"

Amendment on Police Reform Legislation questions a new language for a "system that identifies officers a risk." Like we have seen with some National Guard officers being questioned, my concerns are the proposed "system" could be used for "profiling" of certain officers. I have no idea what a predictive system looks like.
