Yes, a buyer can absolutely contact a seller's agent directly. There is no rule or law requiring buyers to have to go through another agent (i.e. a buyer's agent) in order to connect with the seller's agent.
Be careful however about just hitting the contact button on many 3rd party websites however, because often times these 3rd party sites will re-route your contact information to a random agent who's paid advertising fees to receive these intercepted leads. These random 3rd party agents will have no connection to the seller, and will often times only have seconds before receiving your call to find out a little about the property you were inquiring about.
However, you can usually find out who the seller's agent actually is by scanning even 3rd party websites for "seller's agent" or "Listing courtesy of." Even the most egregious of these 3rd party sites will usually list somewhere, even if it's at the footer in fine print, who the listing agent/broker is.
Lastly, remember that while you can contact the seller's agent directly, it's advantageous to have a buyer's agent because the service doesn't cost you anything. Broker fees are entirely a seller closing cost, and the seller pays the same fee if their home closes, regardless of what you choose to do. If you don't have a buyer's agent, the seller's agent doesn't need to split the commission and effectively keeps both sides of the commission.
