Yes, you can use your Baofeng UV5R, Baofeng BF-F8HP and other similar Baofeng radios like a scanner to listen to and monitor police, fire, government, railway/trains, local city services, etc.. Step by step instructions to find what frequencies your local police, fire, emergency, rail and trains, government services and other agencies use, how to program the emergency and government frequencies and channels into your Baofeng UV-5R, and how to use the UV5R as a scanner including how to use buttons like the orange VFO/MR button and the blue A/B button. All configuration and programming is done on the keypad of the UV5R - no cable, no software, no computer needed. Note that the Baofeng UV5R can only receive standard analog radio transmissions and many agencies now use digital or trunked P25 systems - but many agencies still use analog radio systems.
