This is Part 2.
Known as Project Zero in Europe, Zero 霊 (Spirit / Ghost) in Japan and Fatal Frame in North America (due to the ability of the Camera), this is the fourth entry in the series and it was never translated to English.
It is said this game was going to be localized in Europe and even had an obscure title screen, but for some odd reason, likely censorship, it was canceled.
