Biden De-escalating tensions with Russia?

Biden's speech today was quite conciliatory by the standards of Washington's recent saber rattling against Russia. Hopefully this means Washington's hawkishness and apparent willingness to go to war was all an act. If that is the case however, what was the goal of this good cop/bad cop routine?
