18 Year Olds, Working Corrections? Good Idea?

This is really about more where we should be focused as far as our hiring pool goes. Combing through millions that are 18 to find a good one? Not a wise choice. Sure, there may be a few outlier types that are 18 but that does not fill positions with qualified candidates. This discussion is to give people the words and the concepts as well as the logic behind just hiring everybody or using a well targeted approach.
