Turkey offers further evacuations from Azovstal steel plant

Turkey is offering to provide further evacuations for whatever remaining civilians are left and any wounded Ukrainian soldiers to Istanbul. Assuming there are no more civilians based on Ukraine and Russia's claims, that means there are only soldiers left. So, the question is to what extent will Putin give up whatever leverage he has on the situation?
