State of emergency declared over wildfire in Laguna Niguel

A state of emergency has been declared for an area impacted by a wildfire that has already destroyed more than a dozen homes in Southern California. The coastal fire burning around Laguna Niguel in Orange County has about 900 homes still under evacuation orders.
