Ukraine addresses UN Human Rights Council

Ukraine's First Deputy Minister of Foreign Affairs, Emine Dzhaparova, accused Russian forces of being responsible for "the most gruesome human rights violations on the European continent in decades" in front of the U.N. Human Rights Council, which is expected to decide whether to launch an investigation into the alleged abuses by Russian troops in the Kyiv area.
