Aircraft circling overhead. Why?

For the past few years I have been taking notice of the circular patterns being flown for hours at a time by small aircraft and helicopters over densely populated areas. I have followed up and contacted the owners of these craft and they have all stated they are "working for the government", but they can't tell me what they are doing. (These calls have been recorded and I have posted them on youtube and Rumble (jett888). The Department of Justice also hires craft to circle hours on end (over reservoirs).

The first small airplane I introduced did not register on the air tracking apps. I've noticed this more and more- the blocking of their tail numbers and registration information.

The second airplane "ANON" was a United States Air Force craft and the flight pattern left me wondering what the heck are they doing?

Either way our government is most likely up to just more nefarious activities at our expense.

I have also tracked one of these cessna type crafts to an engineer, Patrick R Falley (his craft: N524jn) he (Ridgeline Engineering) "was asked to develop a relocatable, gamma imaging inspection system for customs enforcement and border control use... In addition, the system has to be easily transported in a small commercial trailer and simple and light enough such that two operators could set up and begin inspections within 4 hours..."

who has a business and who showed a contract with
Department of Homeland Security for a "Portable Gamma Ray"
machine. Gamma Rays are extremely detrimental to human health.
