“He may already have the general conspiracy case built and he just hasn’t taken it to grand jury - or it may be under seal…

He wants to go out and obtain these lower level convictions first, with the Sussmann’s and the Danchenko’s - and then present the larger cases later.

That’s what you do. You don’t come out with your biggest case first.”
