2009 saw the return of Joe Nemechek's NEMCO Motorsports team following his departure from Furniture Row Racing in 2008. NEMCO had not participated in a Cup race since 2005, and had not competed full-time since 1996, and had only run select NASCAR Busch/Nationwide Series events following the 2004 season. The end of 2008 and beginning of 2009 also saw a shift in the sport. Following several team mergers and closures, many crewmen and drivers saw themselves without a job. This created a rise in underfunded small teams not really seen since 2004. These included:

The Larry Gunselman/Geoff Bodine 64

PRISM Motorsports' 66 car
The Return of the John Carter/Mark Simo 08 car
Derrike Cope's Cup team revived after laying dormant since 2003
Kirk Shelmerdine's 27 that had not attempted a race since 2007
E&M Motorsports 60 car with James Hylton (The team ultimately only attempted one race)
Canadian Trevor Boys made a return after 15 years away from the Cup Series
The Bean family's BlackJack 51 team
Carl Long's revived 46 team
